FY13/14 Ejournal Negotiations: Elsevier ScienceDirect (As of November 2013)
Please help the UC Davis libraries identify Elsevier ScienceDirect titles that can be used to reshape the 2014 - 2018 UC ejournals package. There are two web sites in which you will find two categories of Elsevier titles organized by 4 broad subject disciplines. The first category represents the titles which are currently in the 2013 UC Elsevier subscribed titles package and are high cost and low use based on the UC 2012 ejournal assessment study. The second category represents 2013 and 2014 Elsevier titles which are not in the UC subscribed title package, but the UC community has access to these titles. For each list select the titles that are critical for the UC libraries to continue to subscribe to and to have persistent, sustained access.
There will be a compilation of recommendations from all UC libraries participating in the Elsevier title selection activities. The final UC list of titles which will become the UC electronic journals package for 2014 - 2018 is based on a consensus derived from all UC libraries. As a result, it is possible that titles suggested by UC Davis faculty will not be part of the renewed UC Elsevier electronic journals package. Also, it is possible that UC will not subscribe to the Freedom Collection, titles offered by Elsevier which are not part of the UC subscribed title package. These possible outcomes will be the result of managing the total UC expenditure for Elsevier ScienceDirect journals package.
Currently, the UC California Digital Library (CDL) is negotiating the UC Elsevier ScienceDirect journals renewal package that will cover calendar years: 2014 - 2018. The current UC Elsevier package expires at the end of 2013. CDL staff and Elsevier representatives have been meeting for several months to identify the business terms and conditions upon which a renewed agreement will be based. The titles which Elsevier will offer to a library are finalized in November of each year. For academic libraries, a package called the Freedom Collection allows academic libraries to access titles which are NOT in their subscribed package and do not have persistent and perpetual access.
To identify a reasonable cost base for the renewed Elsevier electronic journals package, the UC libraries are asked to do two activities: 1) identify those titles which are part of the 2013 Freedom Collection, are newly launched 2014 titles, or are 2014 titles acquired from other publishers and should be added to a renewed UC subscribed journals package; and 2) identify those titles in the UC 2013 subscribed package which can be swapped out in favor of highly desired titles from the 2013 Freedom Collection. These activities were launched on Monday, November 18, 2013 with a due date of Wed, December 4, 2103.
